The Emancipated pillar names the *unfinished obligations of freedom* — the debts unpaid, the harms unrepaired, the records unwritten in the three centuries between emancipation and the present. It is the pillar where doctrine becomes campaign, where evidence becomes obligation, where *the obligation that is documented becomes policy that is owed*.

The flagship campaign: Restitution 246

Restitution 246 is the lead campaign under Emancipated. It is one disciplined lane — a wage-loss and opportunity-loss framework for the 246 years of stolen labor under American chattel slavery, anchored to the Craemer (2015) wage-hour methodology and the Lloyd Kelly framework.

R246 does not claim to settle the full reparations question. It does not address pain and suffering, racial terror, family separation, land theft, cultural theft, or every harm that followed slavery. Those injuries require their own frameworks. This campaign is one lane, named with discipline.

Doctrine

The obligation that is documented becomes policy that is owed. The Emancipated pillar is built on the conviction that the reparations question is not waiting for permission. It is waiting for evidence rigorous enough to be administered. The Enclave's work, under this pillar, is to provide that evidence — record by record, methodology by methodology, lane by lane, until the doctrine becomes policy.
